PPMLS ANNOUNCEMENTS – APRIL 12, 2007

DIVISION OF REAL ESTATE FINES APPRAISERS, MORTGAGE LENDERS AND REAL ESTATE BROKERS THOUSANDS FOR MORTGAGE FRAUD:
Erin Toll is investigating sales, especially those where there is a discrepancy between List Price and Sold Price, and no disclosure of Sold Concessions.

Erin Toll is the new Director of the Division of Real Estate of the Colorado Department of Regulatory Agencies.  Erin spoke at the March 21 CAREA appraiser meeting where she explained recent sweeping changes in her department. She has hired new staff, and prioritized complaints related to foreclosures.  When warranted, they may subpoena information from MLSs throughout the state.

Erin will be a speaker at the PPAR Town Hall meeting scheduled for April 24, 2007 from 1:00-5:00 p.m.  Receive 4 hours CE credit for this meeting.  Click here for registration information.

In March, at the request of appraisers, RSC convened a task force to study the problem of incomplete listing information, especially as it relates to sales and Sold Concessions.  The Task Force made a number of recommendations:

a.       Create a laminated, one-page “RSC Checklist” to be distributed at the Intro to MLS class.

b.      Create some type of DR forum or town hall to address data issues, or perhaps a mandatory PPAR DR Re-Orientation program.

c.       Post reminders on-line where brokers log in to the PPMLS system.

d.      Request a programming change to incorporate a button or icon in PPMLS where brokers or appraisers could submit a violation report when viewing a property.

e.       Eliminate the “Points Paid” field as it is confusing.

Note:  The Sold Concessions field is required when reporting PPMLS sales.  Sold Concessions does not appear on “Customer” reports.

PARK COUNTY LISTINGS:
The PPMLS Area Look-Up Table has been modified to accommodate Park listings.  If the listing has a valid 8-digit Tax Schedule Number, it can now be retrieved in a Top and Side Coordinate search.

Park County schedule numbers are assigned sequentially and can be from 1 to 8 digits.  When entering the Park Co. schedule number into the PPMLS, it must be 8 digits.  If the schedule number is less than 8 digits, you must add leading zeros so that the schedule number is 8 digits in length.

Examples:  If the schedule number is 4385 enter it as 00004385.  If the schedule number is 24 enter it as 00000024.  If the schedule number is 658139 enter it as 00658139.  Do not enter dots, dashes or spaces.  If the schedule number is unknown, enter 9999 (system is programmed to accept this value.)

Please review your Park Co. listings, especially those still in the “Active” status in Tempo to ensure that they have a valid, 8-digit schedule number.

PARK CO. MAPS NOW AVAILABLE AT PPAR:
The PPAR Store has Park County maps available for sale.  These maps are updated and now include PPMLS Top and Side Coordinate numbers.

ASSESSED VALUES ON PPMLS “COMBO” REPORT MAY BE INCORRECT:
As of 4/4/07, Realist is investigating an issue with the amounts displayed for Improved, Land, and Total Assessments.  These values have been temporarily suppressed in Realist.  However, the values also display in the Tempo system “Combo” report.  Until the issue is resolved, please obtain assessed and market values directly from the El Paso County website.

MULTIPLE LOGIN PREVENTION (MLP):
MLP was installed on the PPMLS Tempo® system in conjunction with the April 10, 2007 publish.  MLP prevents simultaneous use of the same Login ID and Password.  See FAQ below:

  • Up to now I could view different screens in Tempo® at the same time.
    You can still do that.  When logged into Tempo®, you can open multiple windows on the same computer without having to “Login” again.  Simply click on “File”, then “New Window.”  (For IE7 users, click on “Page”, then “New Window.”)

  • I have a personal assistant who uses Tempo® as much as I do.
    You may register your assistant for their own Unlicensed Assistant Access (ULA) at $20 per month.  This access allows your assistant to use all Tempo® functions, including Realist Tax, with the exception of Add/Edit.  See Exhibit C of the PPMLS Rules and Regulations.

  • My assistant needs to be able to add listings, photos, or other documents for me, and ULA doesn’t give access to Add/Edit.
    On Exhibit C, be sure to check “Yes” in answer to the question “Allowed to Add/Edit for Sub-Participant (broker) only?”  RSC will over-ride the ULA access to allow your assistant to use Add/Edit only for your listings.

  • We have other office staff that use DR or Office Manager’s login and password.
    Exhibit C contains a number of choices.  Select the choices appropriate for your office or branch.  Note-any individual may only be assigned one login and password.
